The image was originally uploaded to Instagram by Justin Bieber and had the description "Taylor Swift what up", making fun of Taylor Swift.

Without a doubt, he apologized, but in the letter we can see that Justin, in addition to apologizing, also reproaches Taylor Swift for some things. For example when he says "I think you were trying to get sympathy because you knew your fans would go bully Scooter", it is certainly an apology but also a scolding.
